asked the Secretary of State for Foreign Affairs what is his policy regarding the expansion of shipbuilding in Germany and Japan; and the owning by those countries of a mercantile marine.

Mr. Mayhew

The future level of shipbuilding in Western Germany is at present under consideration. The characteristics of ships which may be built are at present limited by quadripartite agreements, copies of which I am sending to the hon. and gallant Member. His Majesty's Government's policy towards Japanese shipbuilding and shipping remains as stated in the reply which I gave to the hon. and gallant Member on 31st May. The Far Eastern Commission has not yet reached agreement on levels for these industries.

Will the hon. Gentleman undertake to point out that if there is a conflict of view on policy between the United States and ourselves on this matter, it is impossible for us to achieve the targets under Marshall Aid if we are not allowed to carry on the industry in which we are experts?
