§ 70. Mr. Somerville Hastingsasked the Secretary of State for the Home Department how many of the 85 children's officers appointed by local authorities and approved by him were previously employed by the same local authority that appointed them.
§ Mr. YoungerOf the 85 children's officers appointed by local authorities, after consultation with my right hon. Friend, 18 were already employed by the appointing local authority in some other capacity.
§ Mr. HastingsMay I ask my hon. Friend whether that change of policy which is so essential, is not much more likely to be secured by a change of personnel as well?
§ Mr. YoungerI think that, generally speaking, the figures that I have given indicate that there is a change of personnel, but we are not applying any rule too rigidly. The figures I gave were 18 out of 85.
