asked the Financial Secretary to the Treasury whether, with a view to avoiding waste of paper, he will cause the supply to Government Departments of paper for the purposes of circulars, advertisements and forms to be drastically curtailed in future.

The supply of paper to any Government Department for any purpose is already controlled with the object of avoiding waste.

Is my right hon. Friend aware that the public and the local authorities are being urged by the Government to salvage waste paper, and would it not be possible and simpler to avoid wasting paper in the first place on these unnecessary and unpopular purposes?

Whether the purposes are unpopular is, of course, a matter of opinion, but in our view they are not and it is necessary to use paper in this way.
