asked the President of the Board of Trade if he will now permit bulk gifts of clothing received from abroad by charitable organisations to be distributed by those organisations coupon-free in needy cases.

Yes, Sir. After consultation with the principal organisations who are responsible for importing gift clothing, I have decided to sanction the distribution of this clothing by appropriate organisations without surrender of coupons. I hope that licences will be issued in time for distribution to begin on 24th May.

Would my right hon. Friend say whether that concession applies to existing stocks?

It will apply to gifts already in this country and not yet distributed as from 24th May.
