61. Lieut.-Commander Clark Hutchison

asked the Financial Secretary to the Treasury whether he is aware that Mr. Robert Campbell, 57, Craigleith Hill Avenue, Edinburgh, a student at Edinburgh University, was employed at His Majesty's Register House during the summer vacation of 1946 for a period in excess of the maximum six weeks laid down by Treasury and University regulations, with the result that his total earnings during the financial year ending 4th April, 1947, amounted to £52 19s. and so caused the disallowance of the children's allowance to his father; and whether in view of the circumstances of this case he will now grant the usual children's allowance to Mr. Campbell senior.

Under the law in force for the year 1946–47, the grant of the child allowance was conditional on the child not having an income exceeding £150. This condition of the law cannot be waived.

Is the right hon. Gentleman aware that this student was paid as a grade II civil servant and not as a temporary clerk, which he should have been?
