69. Mr. Piratin

asked the Minister of Health whether he will grant authority to local authorities to meet the cost of conversion of wireless sets and other electrical equipment of rehoused families, many of whom have been removed from their former homes by the local authorities by compulsory order.

Mr. Bevan

I have no power to authorise this expenditure.

Mr. Piratin

Would the Minister introduce legislation to make such allowances to these people who are suffering only because of a change from D.C. to A.C. in circumstances of which he is well aware?

Mr. Bevan

I do not propose to ask the House for legislation. The State cannot come to the assistance of every citizen for every form of expenditure.

Mr. Piratin

Is it not a fact that such compensation is granted to tenants where local authorities convert from D.C. to A.C. and, therefore, in cases where the local authorities compulsorily remove tenants into other property, should not they make similar compensation?

Mr. Bevan

It was the normal thing before the war, as hon. Members know very well, that individuals were called upon to adapt themselves to these transformations.
