asked the Financial Secretary to the Treasury if, in view of the recent financial concessions to women employed in industry, he will consider the position of blind persons, whose wives have been compelled to undertake work, and permit such persons to qualify for a pension and not be debarred because of the wife's income.

In calculating means in connection with claims to non-contributory old age pensions, including blind pensions, the means of a person who is one of a married couple living together must be taken to be half the total means of the couple. This rule is statutory, and I have no power to vary it.
