§ Mr. BottomleyDeliveries of waste-paper to the board mills, since the appeals for increased salvage of paper, show a gratifying improvement. To what extent this is due to increased collections by local authorities cannot be gauged until their monthly returns are available and examined. The efficiency of local authorities' salvage services depends to a considerable extent on their labour and transport resources. My right hon. Friend has, however, addressed a personal communication to every local authority asking for all the co-operation they are able to give.
