asked the Secretary of State for Scotland whether he proposes to introduce legislation to give effect to the request of the Herring Industry Board for additional powers.

This matter is at present under consideration.

Mr. Boothby

Is the Secretary of State aware that it has been under consideration by the Government for well over a year, and that the matter is extremely urgent? When is a decision likely to be reached?

Mr. Woodburn

I may say that the matter is under rapidly maturing consideration.

Mr. Edward Evans

Is not my right hon. Friend aware that the lack of coordination in the industry is due to the lack of disciplinary action by the Herring Industry Board, and does he appreciate the necessity for getting more discipline on the Scots element as quickly as possible?

Mr. Woodburn

The Government must tackle practical things, and the disciplining of Scots is not one of these.
