and for enabling the Secretary of State to be satisfied that suitable arrangements have been or will be made for the children's reception and welfare in the country to which they are going.This manuscript Amendment varies, perhaps rather importantly, the words in the Amendment which I had on the Order Paper. I was informed that the Government would be prepared to accept this wording, which is more flexible. I do not know whether that is so, but I heard a whisper that it might be a better form of words. If that is so, I am 1871 delighted to move it, because it is on all fours with the arrangements for children under local authorities.
