asked the Minister of Works to what extent and in what manner the powers of local authorities to license building repairs will be varied, in view of the decision to raise to £100 the amount of building work which can be done without licence.

The Minister of Works (Mr. Key)

At present officers of local authorities issue on my behalf licences for all work to private dwellings irrespective of the amount, and for other classes of work costing less than £100. After 1st July these officers will be concerned only with the licensing of work to private dwellings.

Mr. Collins

If a person has been granted a licence by a local authority after 1st July, will he also retain the right to spend £100 within a year without licence?

Mr. Key

No, Sir, I should think the fact that he has already spent money on the property would have to be taken into account in issuing a licence for a future period.
