asked the Chancellor of the Exchequer if he is now able to announce the arrangements to avoid double taxation which have been concluded between the United Kingdom and Jamaica.

These arrangements have not yet been completed.

Is the Minister aware that exactly the same answer was given to me by the Chancellor of the Exchequer a year ago today; and, in view of the fact that the arrangements have been concluded with other Islands in the West Indies, could he say the reason for the delay?

What the hon. and gallant Gentleman says is, of course, quite true. This Agreement has taken some considerable time. The Executive Council of Jamaica has now agreed, and I hope that a draft will be going out for consideration and signature in a few weeks' time.
