46. Mr. John Lewis

asked the Prime Minister if he is aware that, as a result of legislation relating to the taxation on betting, a complex situation has arisen which makes it necessary to review the laws affecting gambling in general, and the Gambling Act and Betting and Lotteries Act in particular; and if he will consider setting up a Royal Commission for this purpose.

The Prime Minister

The complexity of the situation is independent of the recent Betting Duty legislation. When more urgent matters have been disposed of, consideration will be given to setting up an inquiry into the whole matter.

Mr. Lewis

Is the Prime Minister aware that the complexities have been accentuated since the introduction of the new legislation concerning betting; that shortly we shall be in such a chaotic condition that legislation will not be able to be implemented; and in the circumstances would he give further consideration to making an early announcement on this matter?

I cannot go further than what I have said. In my memory there has always been a very chaotic situation in regard to betting legislation.

Is the Prime Minister aware that a most exhaustive inquiry into the whole practices of betting and gambling was carried out in Northern Ireland—covering the practices in Great Britain, Eire and Northern Ireland—and in view of the report that was published last year, would the right hon. Gentleman consider the advisability of putting a copy of that report in the Library?

I think that would be very useful.
