The Minister of Transport (Mr. Barnes)

I beg to move, in page 5, line 35, to leave out "at sea."

The hon. and gallant Member for Chelsea (Commander Noble) will recall that on Standing Committee he queried whether these words were either necessary or restricted. I am satisfied that they are not restrictive, but I have come to the view that they are not necessary and so, to remove any doubt, I propose their deletion.

I thank the Minister for considering this small point. Although as it stood in the Bill originally it would probably have been clear to those intimately concerned, I think that now it is clear to everyone.
