Previously there had been some doubt about whether the sub-committees of the committees which are to be set up under the Clause would be expected to carry out the directions given to them directly by the Secretary of State, and the purpose 2441 of the Amendment is to make it quite clear that the sub-committees in each case receive directions from the main committees.
