18. Mr. Norman Bower

asked the Secretary of State for Foreign Affairs why an article of approximately 1,000 words by Mr. L. F. Daniells, of the "Sheffield Daily Telegraph," which was circulated by B.I.S., New York, to American newspapers on 4th December for release on 14th December, was cabled to B.I.S. at a cost of £12 2s. 6d., instead of being sent by air mail at a cost of 1s.
