42. Sir Richard Acland

asked the Minister of Health whether he will take steps to make available to local authorities, either by capital or annual payment, such sum as will compensate them for the extra burden imposed upon them by the recent increase in interest on housing loans.

Mr. Bevan

The recent increase in interest on housing loans is one of the factors which will be taken into account in the further review which will be made under Section 16 of the Housing (Financial and Miscellaneous Provisions) Act, 1946, of the contributions payable under that Act. Legislation would be required for an increase of those contributions.

Sir R. Acland

Can the Minister assure the House that he will urge on the Treasury that they shall make a contribution which will prevent rates or rents of these houses having to be increased?

Mr. Bevan

In answer to the supplementary question, the Treasury is not a high contracting party with which Ministers negotiate, but part of the Government itself and, therefore, I would have to accept the responsibility with the Chancellor of the Exchequer for whatever decision is reached. It is necessary to discuss these questions with the representatives of local authorities before a settlement can be made.

I hope the Minister will not object if I give notice to raise the matter on the Adjournment, because I will then offer some arguments which might be considered.

43. Mr. Shepherd

asked the Minister of Health if he proposes to grant relief of interest charges to local authorities, whose housing schemes have been held up through shortage of materials.

Mr. Bevan

I have no power to take the action suggested, but I will look into any cases where it is suggested that delay is so serious as to lead to the result indicated by the hon. Member.

Mr. Shepherd

Is it not a fact that in many cases there have been delays of six to twelve months, throwing a burden on the local rates and, as it was the responsibility of the right hon. Gentleman's programme, can he cut out some delays?

Mr. Bevan

I do not accept either of those suggestions.
