45. Mr. Boyd-Carpenter

asked the Prime Minister how many ministerial broadcasts in addition to party political broadcasts have been made by Members of the Government during the last 12 months.

The Prime Minister (Mr. Attlee)

In the year ended 31st January, 1948, the number of broadcasts to the nation made by Ministers on subjects for which they have Departmental responsibility was 20.

Mr. Boyd-Carpenter

In view of that quite substantial number, can the right hon. Gentleman say who has the difficult responsibility of judging whether both the subject matter and the manner of these broadcasts are so impartial as to entitle them to rank as Ministerial and not party broadcasts?

When there is any question as to whether they are controversial or not, the matter is dealt with by the British Broadcasting Corporation.
