asked the Secretary of State for the Colonies what changes are being made in the composition of the Kenya Legislative Council; and when it is intended to introduce election for the African members.

With the creation of the East African Central Assembly, it will no longer be necessary for four official members of the Kenya Legislature to sit in the Kenya Council. At the same time, the official Arab member will give way to a nominated unofficial Arab member and the number of African representatives will be increased from two to four. The Council will then be composed of 15 official and 22 unofficial members, made up of 11 elected Europeans, five elected Indians, two nominated Arabs and four nominated Africans. As an interim measure, the African members are to be selected by the Governor from a panel of names submitted by the African local government bodies, but I hope that in the reasonably near future it may be possible to establish a system of actual election by those bodies.
