33. Mr. Ward

asked the Parliamentary Secretary to the Ministry of Civil Aviation what is the purpose of the questionnaire R.46656/47/A.S.(G)3 dated 20th October, 1948, which was sent to air charter operators by his Department.

For the purpose set out in Section 24 of the Civil Aviation Act, 1946, a copy of which Section was enclosed with the letter.

Would the Minister agree that the completion of this form involves a tremendous amount of work and would need the full-time services of a qualified accountant, if it is to be properly done? Might I be allowed to give one example? It is as follows: How did the consignors know that space was available? Was the first approach made by the consignors to your Company, or by your Company to the consignors? How was that approach made? Whom did the consignors pay for the carriage of the freight? Is that not just another example of unnecessary red tape and bureaucracy?
