§ Mr. WoodburnThe adoption of a direct labour organisation is a matter for each local authority to decide in the light of its local circumstances. I am always prepared to approve direct labour proposals at suitable costs, and since the war there has, in fact, been a small increase in the number of local authorities who have adopted this method of building.
