§ Mr. ShinwellItalians in Eritrea are being employed in administrative and professional capacities, as judges, doctors, teachers, police, agricultural inspectors and surveyors; others provide the technical and clerical staffs which local resources are unqualified to supply. The employment of such Italians is necessary to enable the administration to function smoothly until such time as the future of the Colony is determined.
