Mrs. Middletonasked the Minister of Health how many of the licences issued by the Plympton St. Mary Rural Council for the building of houses by private enterprise in 1946, 1947 and 1948, respectively, have been issued to ex-Service building operatives, who are erecting dwellings for themselves by their own labour.
§ Mr. BevanUp to the beginning of this year, licences were not required for houses built by unpaid labour. The council have not issued any licences for private house-building during the present year.

Friend aware that a number of my constituents have informed me that they were advised, in an Army educational course, to engage in private endeavours of this sort, both on their own behalf and on behalf of the community, and that they now feel a deep sense of frustration in that licences are refused to them? Will my right hon. Friend look into this matter again?
§ Mr. BevanI have already replied that licences are not refused in cases of unpaid labour, but if my hon. Friend has any further particulars, I will have them examined.
