§ Mr. SilkinI have arranged with the Corporations that the creation of higher posts should have my prior approval and I am circulating in the OFFICIAL REPORT a list of the posts that have been filled. I cannot give the corresponding information in relation to junior appointments. While these are subject to general budgetary control, they do not require my prior approval, since it is not my policy to seek to control the detailed or day-to-day activities of the Corporations.
