His Majesty's Government have no responsibility for the prisoners of war referred to in the second part of the Question, but under the Moscow agreement the French Government in conjunction with the Governments of the United Kingdom, U.S.A. and U.S.S.R. are committed to the return of all German prisoners of war held by them by the end of 1948.
