Mr. Prittasked the Secretary of State for Foreign Affairs whether he will resist the admission of Spain to the International Penal and Penitentiary Commission having regard to the continued violation by the Spanish Government of the principles maintained by civilised countries relating to the treatment of prisoners.
§ Mr. MayhewThe hon. and learned Member is apparently under a misapprehension. Spain has been a member of the International Penal and Penitentiary Commission since before the first World War. The question of continued Spanish 2312 membership is under consideration by His Majesty's Government, but a decision on this point is not a matter for His Majesty's Government alone.
