Amendment made: In page 6i, line 40, leave out Subsection (2), and insert: (2) In determining for the purposes of paragraph (b) of the foregoing Subsection whether the development value of an interest in land exceeds one tenth of its restricted value, those values shall be calculated—

  1. (a) in the case of a leasehold interest, as if the rent payable under the lease were a rent of a peppercorn;
