Mr. Speaker, could we have a little explanation of this Motion?

With great respect, Sir, I was hoping that perhaps the Secretary of State for Scotland would give us a few words of explantaion.

If it is necessary, I will say that this is the ordinary routine for the purpose of getting the Return asked for In the Motion. There has never been any occasion in the past either for questions or for debate on the matter.
