Mr. McNeilCommand Paper No. 7087 embodies the only official text of the Protocol of the proceedings of the Berlin Conference. It is a slightly more detailed document than the Report which was issued by the Americans, Russians and ourselves as a communiqué immediately after the Berlin Conference.

Mr. McNeilPerhaps I may be excused from commenting on the American text, although I do not mean to infer that there is any omission there. I should prefer to say that our White Paper is an official and complete text.
