§ 1. "That 191,000 Officers, Seamen, Boys and Royal Marines, excluding those on release leave, be employed for the Sea Service together with 1,665 Royal Marine Police, borne on the books of His Majesty's Ships and at the Royal Marine Divisions, for the year ending on the 31st day of March, 1948."
