asked the Minister of Agriculture if, with reference to the expression, all other powers enabling him, contained in S.R. & O., 1947, No. 296, he will identify the powers and explain why the said powers were not specified in the Order.

The words to which the hon. Member refers are not strictly speaking necessary but are inserted by the draftsman from an abundance of caution.

Will the right hon. Gentleman consider whether it is desirable to confuse his Order with meaningless and unnecessary phrases?

Mr. Williams

I cannot agree that these words are unnecessary—at least the draftsman thinks they may be necessary and I must be guided by him.
