Mr. McNeilNo, Sir. It is true that the Spanish Government interpreted their policy of non-belligerency or neutrality in such a way as at times to assist the Axis, but it is not possible to calculate the cost of such conduct either to British or to Allied interests. The second and third parts of the Questions do not, therefore, seem to arise.
