§ Mr. MayhewThis matter has been carefully considered on more than one occasion. The German administration recently studied the possibility of introducing consumer registration, and reached the conclusion, with which both the British and American authorities agree, that it is not practicable at present. Stocks of food are insufficient to provide each shop with an adequate stock; and this is essential if a registration scheme is to operate successfully.
