I beg to move, in page 47, line 16, after "Minister" to insert: "and with the approval of the Treasury."

Subsection (I) of this Clause provides that, in the event.of temporary borrowing being required by an area board, the Central Authority can, with the consent of the Minister, make the necessary arrangements. When this matter came before the Committee, objection was made to this provision on the ground that this matter should not be left exclusively in the hands of the Minister. It was suggested that Treasury approval should be sought. I must confess that I was a little surprised at the suggestion because I understood that the Opposition were not satisfied that in every case we should seek the consent of the Treasury. However, the submission was made by the Opposition in the course of the Debate, and I agreed to make the necessary Amendment in the Clause. That is why the Amendment appears on the Order Paper.
