The process must, however, be completed within 90 days of the coming into force of the Treaty, which lays down that all Allied forces must be withdrawn within 90 days, subject to the right of the Soviet Union to keep on Rumanian territory such armed forces as it may need for the maintenance of the lines of communication of the Soviet forces in Austria.
