§ Mr. IsaacsWith one exception there are no general rules, and any application would be considered on its merits. The exception relates to the holding of meetings on employment exchange premises. That is governed by rules made by local employment committees, under regulations dating from 1917, which preclude their use for political purposes or in connection with a strike or for the recruitment of trade union members.
