HC Deb 01 July 1947 vol 439 cc1114-5
9. Mr. Gilzean

asked the Secretary of State for Scotland if he is aware of the disappointing results of this year's Group Leaving Certificate examinations; and, in view of these results, if he will see that in future more consideration is given to the teacher's estimate.

Mr. Westwood

I do not regard the results of this year's Senior Leaving Certificate examination as disappointing, taking the figures for Scotland as a whole, though I appreciate that disappointment may be felt at fluctuations which may occur from year to year in the results for particular areas or schools. The fullest consideration has always been given, and will continue to be given, to teachers' estimates in determining the award of the certificate.

Mr. Gilzean

Does not the right hon. Gentleman think that some consideration might have been given to the fact that the examinees on this occasion were those children who were eight years of age when the war broke out and who had to suffer all the disabilities connected with that period?

Mr. Westwood

Yes, Sir. I think there have been difficulties. As I have pointed out, considering all these facts, the results are not altogether disappointing. The final results have not yet been made known, as appeals are still under consideration.

Mr. Gallacher

Will the Minister give this matter very serious and immediate attention because no later than Sunday night, I was approached by a group of parents who expressed very bitter feeling about the treatment of their children as the result of the methods employed in the examination?
