asked the Secretary of State for the Home Department if he will give an assurance that under no circumstances will permission to enter this country be given to Count Grandi, the former Italian Ambassador in London, and Marshal Badoglio, Commander-in-Chief of the Italian Army in Ethiopia when poison gas was first used.

I should require to be satisfied that there were special reasons of an ex- ceptional character before I agreed to the entry into this country of either of the persons named.
