The Minister of State (Mr. McNeil)Article 8 of the Agreement does not require an exchange of ratifications for the Agreement to be operative. His Majesty's Government are ready at any time to put the Agreement into effect, but the United States Government has yet to secure the Senate's approval for the implementation of the Agreement.
