10. Mr. Arthur Lewis

asked the Chancellor of the Duchy of Lancaster on what grounds he has refused permission for a delegation from the Council for Education in World Citizenship to visit Germany; and whether he will reconsider his decision.

I am always anxious to encourage contact between British and German youth. But staff and facilities are already fully extended in dealing with delegations of teachers, educationists and older students. I should certainly not wish to exclude the possibility of a visit at a later date.
