asked the Financial Secretary to the Treasury what the percentage rise has been since 1st January, 1946, in the numbers employed in the Civil Service in England and Scotland, respectively.

Between 1st January, 1946, and 1st January, 1947, the number of non-industrial civil servants employed in England, Scotland and Wales rose by 4½ per cent. Separate figures for England and Scotland are not available.

Is the Financial Secretary aware that we have come to the stage when one out of nine of the employed population is in the public service, and would he bring to the notice of the various Departments the need for reducing this figure at the earliest possible moment?
