asked the Minister of Labour if he is aware that various industry letters are used in some statutory instruments, for example, ZVN and SA in the Control of Engagement Orders, without any statutory or other published definition of their meaning; and whether he will give an assurance that this omission will be rectified forthwith.

Mr. Isaacs

The industry letters used in the Control of Engagement Orders are a convenient method of readily identifying certain categories of persons to whom certain provisions of these Orders apply. Holders of unemployment books have only to look at their books to see if the identification applies to them. No statutory definition is, therefore, called for. The significance of the symbols was explained in the reply given to the hon. Member on 22nd October.

As these formulae appear in statutory instruments, how are hon. Members who have to consider these instruments to decide whether they should be accepted or not if they cannot ascertain the meaning of the formulae?
