32. Mr. Prescott

asked the Minister of National Insurance if he is aware that in Lancashire many old age pensioners have been unable to draw any pension since the new scale was introduced, in view of the fact that new pension books were not, and are not, available at post offices; and what steps are being taken to remedy this situation.

Mr. J. Griffiths

I am aware that a number of pensioners for whom pension order books at the new rate have not been issued by my Department claim to be qualified for the increase, but no pensioner should be without a pension order book enabling him to draw pension at the old rate while his claim to the new rate is being investigated. If the hon. Member will send me particulars of any pensioner who is without a pension order book I will make immediate inquiries and communicate with him.

Is the Minister aware that I have already sent particulars of two cases, and that there are many others in Lancashire? Does he appreciate that this is a serious matter, and would he give it his personal attention?

Mr. Griffiths

I have given it my personal attention. The National Insurance Act received the Royal Assent on 1st August. Between 1st August and 1st October we investigated 4 million claims and awarded 3,500,000 pensions. I think we have done a very good job. I appreciate that anyone that has failed to get a book feels disappointed, and I have taken special measures this week to see that all outstanding cases are dealt with as soon as possible.
