44. Mr. Skinnard

asked the Secretary of State for the Colonies what plans are being made for the revision of the Trinidad Constitution with a view to establishing a fully representative legislative council and the responsibility to that body of the executive council.

Mr. Creech Jones

Elections were held in Trinidad last July on the basis of adult suffrage. Already five of the nine members of the Executive Council, which has an unofficial majority, are members of the Legislative Council and four are elected members. I think it best to gain for a short period more experience before deciding on the next step in substantial constitutional advance.

Mr. Skinnard

Is my right hon. Friend aware that there is considerable dissatisfaction in Trinidad at the fact that there is a pretty liberal Constitution in Jamaica and that they feel that they are themselves in a fit state to proceed further?

Mr. Creech Jones

During the last year or so substantial advances have been made in making the Trinidad Constitution more liberal. We must wait a short while longer before we can decide what substantial advances should now be made.
