asked the Chancellor of the Duchy of Lancaster how many prosecutions there have been for black market offences in Germany since five civilians employed by the Control Commission were convicted at Dusseldorf on 9th August, 1946.

I assume the Question refers to employees of the Control Commission for Germany. One civilian employee has been prosecuted for this offence since 9th August. He was found "not guilty."

Can the Minister say whether there is any appeal against the decisions of these military government courts and what facilities are given for free legal advice to those brought before them?

Mr. Hynd

I would not like to say without notice what are the precise facilities for free legal advice. Of course, all these cases are subject to review, and any circumstances brought to the notice of the commander-in-chief or myself would be taken into consideration.
