asked the Financial Secretary to the Treasury how many students who possessed the certificate of fitness for entrance to a Scottish university were refused admission for the session 1946–47; and what percentage does this represent of those who made application for entrance.

Is the Minister aware that in Scotland great hardship is suffered by many students, particularly those from working-class homes, who do not even know that they will be admitted for the session 1947–48; and does his Department intend to exercise some control over universities who benefit greatly from the Exchequer, with a view to seeing that next year emergency measures will be taken which will result in more students being able to take the course?

We are always anxious to help as many students as possible to take these courses and enter these universities, but I am afraid the question covers a much wider field than is indicated in the Question on the Order Paper.
