asked the Prime Minister whether the recent appointments to the Governorships of Cyprus and Malta indicate that it is now the policy of His Majesty's Government to place the Governorships of all Colonies on a political basis; and whether he will make a statement in this connection.

The Prime Minister (Mr. Attlee)

The answer to the first part of the Question is "No, Sir." The qualifications and experience for Governorships vary. There have been instances where previous Governments have considered that particular appointments to Governorships would be best filled by persons of political experience.

Does that policy hold with regard to senior appointments in the Control Commission for Germany and Austria?

There, again, I think we have to draw the net fairly widely if we want to get the best people, and I hold strongly with what the previous Prime Minister said, that the training of the House of Commons is an extremely good training for many of these posts.
