asked the Minister of Transport why the "Winchester Castle," on its outward voyage to South Africa on 24th August, was allowed to sail with as many as 48 vacant berths, when large numbers of applicants for passages cannot secure them.

I would refer the hon. Member to the answer which I gave on 24th June to a similar Question put by the hon. and gallant Member for Bury St. Edmunds (Lieut.-Colonel Clifton-Brown). On the voyage in question the "Winchester Castle" carried the maximum number of passengers permissible in order to keep within the capacity of the ship's lifeboats.
