asked the Secretary of State for Foreign Affairs what are the regulations governing the publication of propaganda material by foreign legations and embassies in the United Kingdom; and whether their publications are obliged to indicate to their readers that they are sponsored by a foreign power.

Mr. Mayhew

There are no formal regulations on this subject. In general, the view has been taken that no objection can be raised to the publication of propaganda material by foreign diplomatic missions in this country, provided that it is not of a kind that would be likely to constitute a breach of the ordinary law, to embarrass His Majesty's Government in their relations with other States, or to constitute an interference in this country's domestic affairs.
