§ Mr. J. HyndThe respective figures for 1st April and late October are: Germany 25,586 and 25,270; Austria 3,016 and 2,027. The April figures have been adjusted to include staffs now in the Control Commissions which were at that time still part of the Armies of Occupation.

§ Mr. HyndAs I have said on many occasions, that is perpetually being done, and the recent developments with regard to the appointment and election of German authorities, the handing over of responsibility to the Germans and the inter-zonal arrangements with the Americans enable us to make still further plans for drastic reduction.
